I just received my second heating oil delivery of the season, and I paid $3.099, which is 35 cents more per gallon than I paid on October 30th. 🙁 That’s **75 cents more** per gallon than I paid in [December 2006](http://www.stevejenkins.us/archives/2006/12/06/3118/first-heating-oil-delivery-of-the-2006-07-heating-season/ “View the Post”). It’s 55 cents more than I paid in [November 2005](http://www.stevejenkins.us/archives/2005/11/16/1924/first-heating-oil-delivery-of-season/ “View the Post”), $1.25 more per gallon than I paid in December 2004, and $1.90 more per gallon than I paid in 2003.

Regular and mid-grade unleaded prices were down 6 cents and premium was down 8 cents, but diesel was up 10 cents per gallon today.
The Southwestern Virginia Second Harvest Food Bank’s Executive Director started to become aware of dwindling food supplies at the food bank about three months ago. She noticed the warehouse becoming increasingly bare. Empty space filled the area where groceries once stood.
The situation has been caused by increases in requests for emergency food and a decline in surplus commodities from the U.S. Department of Agriculture. The USDA provides food banks with a steady supply of canned goods and basic food items, as well as surplus commodities that are purchased by the government when farmers have an excess of crops. The latter has declined by more than 50 percent in the past year alone.
An updated version of the Farm Bill, which has passed the U.S. House of Representatives and is awaiting a vote in the Senate, seeks to remedy the shortages by increasing mandatory federal support for food banks and pantries from $140 million to $250 million. Until the new bill is passed, though, food banks will continue to struggle.

From 2004 to 2006, public safety charities in Virginia received about 26 percent — or about $6 million — of the $23 million that Virginians donated, according to data from the Virginia Department of Agriculture and Consumer Services.
Professional solicitors hired by the charities kept the rest.
Charities say they would have to cut back on programs without the money raised by telemarketers, but some of them agree that it’s an expensive way to fill their coffers.
