N.Y. puts caps on hospital fees for poor

New York legislators have imposed limits on how much the states’ hospitals can charge low-income, uninsured patients. Patients with annual incomes at or below 100 percent of the federal poverty level would be charged “a nominal payment amount.”

Army relaxes tattoo rules to attract recruits

The U.S. Army, which missed its recruiting goal last year, has relaxed its policy banning certain types of tattoos in a bid to attract new soldiers who otherwise would have been barred from serving.

The Army will now allow new recruits and all its current soldiers to have tattoos on their hands and back of their necks as long as they are not “extremist, indecent, sexist or racist,” Army officials said on Wednesday.

The Army said it continues to prohibit tattoos anywhere on the head, face or throat area.

Who Will Work the Farms?

The guest worker program in the United States has failed to bridge the gap between farmers and the workers they need to employ.

Farmers complain that the program is simply too expensive. It sets a floor for pay , a regional average of the wages in several farm occupations , that will rise this year to $8.51 an hour from $8.24 in 2005. Farmers must also house the workers and pay workers’ compensation.

For many farmers, illegal immigrants provide a cheaper alternative that involves far less bother than the guest worker program. North Carolina farmers can harvest their crops paying $6 to $6.50 an hour , no workers comp, no recruitment fees , to “green card” workers or “otherwise documented” workers. Those are euphemisms for immigrants unlawfully in the United States, who typically show up with a fake green card to get a job.

The higher cost of gasoline is a big factor, but wealthy buyers are shifting gears, because excessive energy consumption is becoming socially embarrassing.
