Virginia Legislation Affecting Thongs, Car Stereos, and Driver’s Seat Positions

A Norfolk legislator has introduced a bill that would levy a $50 fine on anyone who displays their underwear in public in “an offensive manner.” Delegate Algie T. Howell Jr. has also introduced a bill limiting how far the driver can recline his seat and another bill that would outlaw loud car stereos. The only other bill he has introduced attempts to “prohibit drivers from display or permitting the display of any movie or video display forward of the driver’s seat or at any other location where it is within the driver’s view while operating the vehicle.”
